EECA (the Energy Efficiency and Conservation Authority) is seeking feedback on its proposed energy levy funding request for the 2025/26 year.  

A portion of EECA’s work programme is funded by levies collected by the Government from the engine fuel, electricity and gas sectors. The levy portion is decided by the Minister for Energy, with a cap set at $23.259 million. 

Energy levy funding helps EECA to deliver its purpose – encouraging, promoting, and supporting energy efficiency, energy conservation, and the use of renewable sources of energy. 

EECA must consult with levy stakeholders on its proposed levy funding request before submitting it to the Minister for Energy.  

For the 2025/26 year, EECA is consulting on a total levy funding request of $23.259 million across three levies:  

  • Petroleum or Engine Fuel Monitoring levy: $14.620 million 
  • Electricity Industry levy: $6.677 million 
  • Gas Safety, Monitoring and Energy Efficiency levy: $1.962 million 

The consultation document outlines EECA’s proposed levy funding spend for 2025/26, including the levy-related programmes it expects to deliver. Note these programmes are subject to Budget 2025 decisions in May 2025.  

EECA’s levy-related programmes are part-funded by the levies. For 2025/26, EECA is proposing to recover 57% of the forecast cost of its levy-related activities from the levies. The balance would be covered by EECA’s baseline Crown funding. 

"Our opportunity is to build out a national energy system that prioritises reliability and resilience, increases productivity, balances affordability, and achieves positive environmental outcomes,” says EECA Chief Executive Dr Marcos Pelenur. 

The proposed levy-related programmes will help EECA deliver on its three strategic goals: 

  • Energy efficiency first – efficient energy use is the first option users adopt. 
  • Empower energy users – users are empowered to control their energy. 
  • Accelerate renewable energy – users transition to low-emissions energy. 

Consultation on EECA’s 2025/26 levy proposal opened on Friday 20 December 2024 and will close on Tuesday 21 January 2025.
